Ryan is a political scientist interested in the design and comparative performance of energy and climate change policies, social welfare policies, and political systems more broadly. He is Deputy Research Director at Climate Leadership Council in Washington DC. He received his Ph.D. from University of Cambridge, where he remains an affiliated Fellow at the Centre for Environment, Energy, and Natural Resource Governance. He was previously a postdoctoral research associate at University College London, and has conducted research with the World Bank's Carbon Pricing Leadership Coalition, the Environmental Defense Fund, and the Grantham Research Institute on Climate Change and the Environment. His ongoing research explores the political economy constraints on climate policies, and how they might be overcome through effective policy design or institutional reform.
