We develop a general model of hurricane damages and fatalities to assess the role of forecast errors thereon. The model facilitates a comparison of alternative explanations for the costs of hurricane damages, and explores various channels through which short-term forecast errors could have an impact on them. In doing so, more precise models of hurricane damages are established, helping to understand the economic and social costs that may arise from a changing climate.
