Biography
Max is a DPhil student in INET and the School of Geography and Environment. His doctoral research examines the renaissance of industrial policy as a tool of driving low-carbon growth, and the trade-offs between climate action, employment, national security, and economic justice that shape policymaking in this space. In essence, his work seeks to understand whether modern green industrial policy is as green, and as just, as it could be, with the ultimate objective of informing policy for a faster and fairer transition to net zero.
More broadly, Max's research interests lie in asking (and hopefully answering) big questions with big potential to make big impact in the transition, using both quantitative and qualitative methods. His specific fields of work include electricity market design, systems thinking, work time reduction, and climate and energy policy in China.
He is concurrently a Research Associate at S-Curve Economics and a Research Fellow at the Institute of Sustainable Resources, UCL, where he works on electricity market design in China through a complexity-inspired approach. This research has informed major policy decisions in China through direct engagement with Chinese policymakers, and has led to the establishment of the UK-China Electricity Market Design Advisory Group, which Max co-designed.
Max holds an MSc in Environmental Change and Policy from The University of Oxford, and a BSc from The University of Melbourne.
